Seems like every year we hear of stories about a neighbor\’s extreme Halloween decorations. Too scary…too realistic…in poor taste. But a Georgia man recently received notice from his Home Owners Association that his \”mooning\” scarecrow/pumpkin man was offensive to some of his fellow neighbors. You have GOT to be kidding me!!
