This coin is what they call a “misstrike”.
A Lincoln penny was on top of a quarter when it was struck at the mint company. So, instead of getting the “cent” design on a standard copper-plated zinc planchet, the coin press impressed the Lincoln cent onto the larger struck quarter. There ya go! A .26 cent coin!
